This is an open bug at Apple's, here's its number: 14206719
(It talks about the fact that state restoration doesn't work after iPhone restarts)

about ANCS and AMS - My device does not consume data from iPhone but only provides. Can iPhone act as a notifications consumer with ANCS?

You can let your accessory consume ANCS or AMS. That will cause iOS to reconnect automatically to your accessory, even if your app is not running and even after rebooting the iDevice. However, AFAIK, it will still not relaunch your app :(

I also want a feature to get the app relaunched at boot.
What's the bug # that you filed? I'll file a dupe.
