Some 4.1 features have been supported even before they were a part of the spec (like LE Dual Mode and LE Privacy). 4.2 compliance was claimed since iOS 9 and above support 4.2 Secure Connections.

Bluetooth 4.2 adds support for more optional features, but by large, they are all optional. AFAIK, all 4.0 device can qualify for 4.2 with no additional features, etc.
Other than that, I'd also be interested if there has been any changes in newer devices/OSs.
