iOS 9 Background Discovery

In iOS 8 and below when two iOS devices were acting as Central + Peripheral, if either device was unlocked CB would scan for and discover central devices successfully.

Since iOS 9 this doesn’t happen, instead the app must be opened (even after being launched previously and running in background) for any discovery to take place.

Is this an intended change or an unintended bug?
