Although I have seen two iOS 9 devices discover each other successfully without opening the app, I noticed it is slower to do so. I suspect there were changes to the frequency at which the peripheral side sends advertising packets in the background, resulting in slower discovery times. I also wouldn't be surprised if the background activities of CoreBluetooth applications are suspended or terminated when low power mode (new in iOS 9) is enabled.
However, this is pure speculation, so it would be nice to hear from Apple about any such changes that have been made.

In iOS 8 and below when two iOS devices were acting as Central + Peripheral, if either device was unlocked CB would scan for and discover central devices successfully.
Since iOS 9 this doesn’t happen, instead the app must be opened (even after being launched previously and running in background) for any discovery to take place.
Is this an intended change or an unintended bug?
