Help Viewer only executes AppleScripts stored on your local hard drive, so I don't think it's much (or any?) of a security risk.

Feeling secure is the greatest security risk you could think of.

Part of the decision to not yet implement execution of remote AppleScripts in Help Viewer was in consideration of the security issues involved.

Help Viewer doesn't display any remote HTML file, so this is definitely not a problem.

Actually, yes, it does. It doesn't do it in the way that a web browser does (i.e. allow you to type in a url to retrieve), but it does download files from the http servers, if the content authors set up their content that way.
