I had the same problem, although for a different application. I finally got the
sender value to give me the correct value by enabling the NSStepper's
Auto-Repeat feature in Interface Builder. With it off I always got a value of
positive one, whether using the up or down stepper; turning on auto-repeat it
runs up and down as expected. Can't explain why, but it worked for me.

Thank you so much. Who would have thought that to make a widget work at all you would have to turn on one of its "optional" components. Now I just have to hope that my users don't hold down the stepper for more than half a second. I assume this is a bug and wonder whether Apple knows about it.
