It would seem to me that an application lurking in the Developer folder
is called "IconComposer." Is this just coincidence or is this the
aforementioned IconBuilder app?

IconBuilder of NeXTStep, crippled in Mac OS X Server, and trashed
completely
in OS X. So far as I know, you need a 3rd party software for it now.
Don't
ask me why.
(Since we are in the dev list, you can do that yourself using
NSBitmapImageRep, though ;)))
