Nope, it's different. It's not for editing bitmaps, it's for
composing an icns file out of multiple preexisting bitmaps.

IconBuilder of NeXTStep, crippled in Mac OS X Server, and trashed completely
in OS X. So far as I know, you need a 3rd party software for it now. Don't
ask me why.

(Since we are in the dev list, you can do that yourself using
NSBitmapImageRep, though ;)))
