Why not?
I'd love to have a Text system that can handle everything the web
can throw at it. And add in ObjC APIs for XML, XSLT, and other X*
things. That would make me very happy indeed.
The IE components aren't the problem with Microsoft. They're
extremely useful for third-party developers working on software
of all kinds. The problem is that Microsoft has a full-featured
browser application that they give away.
An html rendering library isn't a problem, any more than the
Cocoa Text system is a problem. TextEdit isn't Word, Nisus,
or BBEdit. Likewise, Apple needn't add a full-featured
browser application just because they have HTML libraries.
I'd argue that it's not so much the rendering library that
makes a web browser, as the additional behaviors and features.
The HTML rendering library is the major barrier to entry for
developing web browsers, but a web browser's unique advantages
and disadvantages stem from the rest of it.
