A better solution to this XP feature which involves user switching would be to allow two users to use the Graphical user interface. All apple need to do is modify the window server to be like X-Windows so users can log in via another computer, and then as many people could use it as they liked concurrently. Of course that spawns a new market for apple in which they could promote a really low cost workstation like an x-term which just has a keyboard, mouse and monitor. It does no processing locally but the server it's connected to does it all. I've used a system like this on Solaris and although under huge strain the system doesn't cope easily it's a great way of getting two people to use a computer at once. I do agree though users ought to be able to fire up multiple instances of an application (ie one for each user logged in, not 2 instances for one user).
