It's not one more layer. Carbon and Cocoa build upon the core frameworks (CoreFoundation, CoreGraphics...). Cocoa even uses the Carbon's menu manager.
The only thing that is slower in Carbon than in Cocoa is starting window moving because initiating done by the app and not by the system (try to move a window when Apple Mail is busy/crashed and compare to the Finder).

I'd rather say that Cocoa is slower than Carbon, because a OO framework adds some overhead, but I didn't notice any difference here.
