zlib framework missing ?

Hi,
Wasn't zlib framework included in the public beta ? I thought I'd seen it
there, but I don't see it in the final OS X version. I noticed that the header
files are in /usr/include. Is zlib coming back as a framework sometime or is
it gone forever ?
