I would suggest that you thoroughly read the file

That is a good starting point.

Then look at some sample applications that include source code and are fully internationalized. I believe TinkerTool is localized into multiple languages, etc. as is Fire.app, and other Cocoa applications. Internationalization of Cocoa apps is far easier than most (any?) other type of app I have seen.

The .strings files the localizers need to provide to you should be in Unicode format. It is easy to edit Unicode files in project builder (select Format->Text Encoding->Unicode).

The nib files the localizers provide maintain their localization information correctly.

I have found (through localizing Fire with multiple developers) that the easiest thing to do is to just give the localizer the entire English.lproj directory, tell them to change everything they can localize into French (or whatever), save it into a new French.lproj and then just try it out. Most of the time, their stuff "just works".
