This is my problem:
I have an application that is translated into a few languages. When I
released version 1.1, the translators translated the complete nib files

Theoretically yes, but that feature is currently broken in nibtool.

seems useful, but not as nice as IB, nor is it in any usable stage (alhpa)

No.. The translators should only work on the strings files and not see any
nib files at all.
Get the string files back from then and regenerate the French etc nib file.
Only problem now is that you need to fix the sizes and placements of the
controls in the window each time you regenerate the file.
