Here is your starting point
http://www.stepwise.com/StartingPoint/Cocoa.html

unless you like

http://developer.apple.com/techpubs/macosx/Cocoa/SiteInfo/NewToCocoa.html

or

the whole "Getting Started" tab at
http://developer.apple.com/techpubs/macosx/Cocoa/CocoaTopics.html

and then there are 30 or so good hits from a google search on "getting
started Cocoa"

http://www.google.com/search?as_q=getting+started+Cocoa&num=100&btnG=Google+
Search&as_epq=&as_oq=&as_eq=&lr=&as_ft=i&as_filetype=&as_qdr=all&as_occt=any
&as_dt=i&as_sitesearch=&safe=off

There is no shortage of getting started documentation. There is just an
unwillingness to search with google or check out Apple's web page or go to
Stepwise (my personal favorite)

The "getting started FAQ" you describe should include exacly one sentence:
"Search with google."
