Thanks for all the help! Here's what I've found -- in a nutshell:

If you have elements placed on a window and then try to put an NSBox over them, you have to group the elements first (Layout > Group In > Box); otherwise, you cannot select them.

But, if you do put an NSBox over elements that aren't grouped, you can then send the box into the background (Layout > Send to Back) to gain access to the elements.
