Reloading System preferences UI

I have a Network configuration application that uses Apple's Security framework, to handle user authentication and launching administrative command line tools with root access to use Network Configuration framework to change network setup.

Problem: System Pref. are only read on startup. I need to know if the System Pref are open, and cause it to reload or if this is not possible, close it them, re-open then when the network setup is changed.

I know I can find IT in the Process list, IS there a message I can sent to reload it?

How do I select the Network Panel when I open it?

Any pointer would help.
