The Openstep API was available on greater than 99 percent of desktops.
Supported CPUs included 68000, 486, Sparc, HP's PARisc, Alpha (according to
sales reps), 88000, and PPC all in March 1997. There were rumors of i860
also. Supported operating systems included Mach, Windows NT, Windows 95
(sort of), Solaris, with rumors of HP's OS and Digital Unix. I will admit
that these processors are not used in hand helds, cell phones, or toasters,
but that is pretty portable. The memory requirements of Openstep/Cocoa
probably prevent the libraries from working on cell phones even if the
processor is supported.

The point is that Java GUI apps running on the desktop have few advantages
over Openstep apps on the desktop. I think most end users would prefer the
Openstep applications due to superior performance, platform integration, and
features.

Of course, Apple ended that possibility.
