Is there a standard "File Open" dialog somewhere that I'm just not finding somehow, or is this something that we're expected to build on our own? I want functionality similar to what you see in IB's "Save As" or possible PB's "New Project" dialogs.

Do you want to open or save? That's two different things.

Take a look at NSSavePanel:

file:///System/Library/Frameworks/AppKit.framework/Versions/C/Resources/English.
