Given, Annie develops some App for running it on a public terminal, the

LoginWindow.app does some more than just ask for the password. More on
this in the archives for the Darwin-Development and OS X @ OmniGroup

For a public terminal, I'd just replace the Finder and require a password
for quitting the app.
There's a defaults entry for replacing the Finder:
---
From Mac OS X: System Overview/Booting and Logging in/Customization
Techniques:
"You can also request loginwindow to launch alternatives to the Finder
system application. For example, if you want to use only a BSD shell for
your work, you might want to replace the Finder with the Terminal
application. You specify the alternatives to the Finder as a loginwindow
preference using the defaults utility. The syntax for the command is
defaults write loginwindow Finder <path>
The specified path must be a full path to the application package (for
example, /Applications/Utility/Terminal.app). You must give the command as
root (the owner of loginwindow)."

If someone kills that app, it just relaunches, so there's no way of
logging out without the app knowing of it (note that I didn't try it).
The password request should be placed in -applicationShouldTerminate:.
