I don't think it's possible (note that you can't shut
down/restart from the Finder anyways), and your app would be
the first one I'd force quit (*I*'m still the boss on my
machine!).

What are you trying to do?
Given, Annie develops some App for running it on a public
terminal, the way to go might begin at editing /etc/ttys . The
next step depend on how much Equipment Annie needs
(WindowServer, etc.). Note, that LoginWindow.app does some more
than just ask for the password. More on this in the archives for
the Darwin-Development and OS X @ OmniGroup lists.
