Try the default Web browser by opening your file using NSUrl.

Depending on what you want to view, you can use an NSTextView for simple HTML, Omni's Frameworks <http://www.omnigroup.com/> for advanced HTML or complete mozilla <http://www.mozilla.org> for all you can imagine.

If you want to view help, use the help system, if you want feedback mailed, use NSUrl to open a mailto: URL.
