In NeXTstep, one way to implement a kiosk was to take over the login panel.

If you want a single purpose machine that runs only one application and
prevents users from running other applications or accessing unauthorized
files etc., consider plugging into the login panel slots. It was tricky in
Openstep, and the window server had to be started programmatically, and
various services were unavailable,
