Not sure why you'd do this, but it should be possible. Using Carbon, install a hotkey to eat command option escape. problem is, how to eat the Apple Menu. you could place a transparent floating window over it, but then the user could click on the menu to the right of it and access the menu.

I'd really be interested in why you want to do this.
