in the File Menu under the Open menu item. Which is what is done on Mac

The Mac OS X Human Interface Guidelines are accurate. The Close Window
command should be located within the File menu.
Then why have a Window menu? Shouldn't minimize and 'bring all
to front' also be under File?
And what about windows that aren't associated with a File?
