I guess the order reflects the presumed frequence of using those commands.
Anyway, IMHO it's a minor issue.

That's "advertising" in current OSX only with its crippled menus. In the
original NeXTStep the policy of key equivalents was quite reasonable and
simple: pre-code in NIBs only the main most generic ones; users would set
others as they like to.
I still hope that this feature would return to OSX eventually. It's an
extremely good reason why to have menu items, which duplicate behaviour of
some other widget and don't have a key equivalent.

Of course that's nonsense. There should always be all three.
