NeXT seems to have had inspectors with popup menus for selecting pane
for a while, no? I actually don't like these as well as tab views
because it's difficult to find what you want. In fact, I'm writing a
replacement UI for part of Terminal that gets rid of the popup
inspector and replaces it with one window with all the options in it
:)

User end, sure, see Finder. Developer end, of course not; take a look
at DataBrowser for an example of a complex Carbon control. Most
people are going to be using it with a class library on the front
(e.g. PowerPlant) so they'll get a reasonably decent interface.
