As of OS X 10.1 Apple provides a networking api called CFNetwork as part of Core Services which you can use in your Cocoa as well as your Carbon programs.
Depending on your needs, you have some basic networking abilities via NSURL and NSURLHandle as well. In addition the OmniGroup offers a networking API as part of their frameworks. See http://www.omnigroup.com/ for details.
