If the "problem" is noise on the list, maybe another approach would be to institute and enforce subject classification that would make the list more "filter" friendly.
There are already some conventions (ANN etc).

And this would differ from a separate mailing list in what way?

Maybe a news group would be more appropriate?

There is one (has been for years), comp.lang.objective-c
