it's also a fact that StuffIt still seems to reek havoc on tar files. So that won't work

It's a fact. Stuffit-Expander do expand bz2 files. The package installer
doesn't handle it, and doesn't need to handle it if you use it this way:

Foobar.pkg.tar.bz2

I know, this makes a lot of extensions ;-)
