The sender's mail client is using MIME header encoding. This encodes
a header that contains a character set other than US-ASCII. The
reason it's needed is because MIME Content-Type and
Content-Transfer-Encoding headers only apply to the body of a
message, not its headers; headers have to fit in 7-bit ASCII
according to RFC-822.
It's kind of unfortunate that it's necessary, but back in the day
there were lots of different mail systems that RFC-822 had to
interoperate with that only supported 7-bit ASCII data.
I'm annoyed that Eudora 5.1.1 for Mac OS X (my mail client) doesn't
do the right thing. I'm pretty sure that Mail.app does. Report the
bug to your mail client vendor, and include a message (with full
headers) that illustrates it.
