The sender's mail client is using MIME header encoding. This encodes a
header that contains a character set other than US-ASCII.
The problem here doesn't seem to be the sender's mail software. If that
software knows that a header needs to be encoded as quoted printable,
why would it "encode" the '=' and '?' tokens? If it does, it's a serious
bug, right?
Or is there a header or another feature in the MIME standard stating
that all (or some) of the other headers in the message, in it's
entirety, should be interpreted as quoted printable?
If it's not the sender's mail software then someone else apparently
decided to encode the whole subject header as quoted printable, ie
'Re:_=3D=3FUS-ASCII...' from the example above should really read 'Re:
=?US-ASCII...'. Who?
I also noted that in a recent message posted by Jan Van Boghout the
quoted printable encoded header seem to be broken. This is what Mail.app
tells me the header looks like:

=?WINDOWS-1252?Q?Re:_Stupid_newbie_question_=97_determine_if_in\n
t?= =?WINDOWS-1252?Q?eger_is_even_or_odd?=\n
Mail.app doesn't decode the quoted printables in this header.
I sent a mail to myself (telnet'ing directly to our mail server) with
the subject above except I first removed the newlines. Mail.app decoded
it properly.
I replied to this mail using Mail.app and the resulting subject line
could still be read. Mail.app split and folded the header as follows:
Subject:
=?WINDOWS-1252?Q?Re:_Stupid_newbie_question_=97_determine_if_in?=\n
=?WINDOWS-1252?Q?teger_is_even_or_odd?=\n
Looking at the headers of Jan's mail message it seems he is using
Mail.app too. So who's to blame? One of the mail exchangers between Jan,
Apple and me? It appears it could be anyone of the following:
asmtp02.mac.com (Netscape Messaging Server 4.15)
smtp-relay01.mac.com (8.12.1/8.12.1/1.0)
smtpout.mac.com (8.12.1/8.10.2/1.0)
lists.apple.com (8.11.6/8.11.6)
lists.apple.com (8.11.6/8.11.6)
oops.se (CommuniGate Pro SMTP 3.5.6)
RFC 822 and friends are a mess...
