Looks like for some reason your InterfaceBuilder.framework was not
installed correctly.
Check in /System/Library/Frameworks/InterfaceBuilder.framework/Resources
Do you have an inspectorFramework.strings file?
Do you have any xxxx.lproj folders in there (like English.lproj)?

If I have to reinstall Interface Builder, do I have to remove anything
first before reinstalling all of the developer tools (and updates) ?
