The best answer is always "let the user decide".
Add some preferences for both of these behaviours to be turned on or off.

I disagree. A simple user interface (including simple prefs that don't include the kitchen sink) is a virtue worth pursuing. Some possible user prefs are not worth the confusion or complexity they will cause.
That said, I have no idea whether this particular request merits a pref or not. :-> I just want to vote for simplicity as a design goal that continues to be valued.
