No, even Select and Premier developers can only see bugs they've personally filed. I have a feature request in place (currently marked as "deferred to a later version") of a way for submitters of bugs to mark them as "public".

If for example, a particular bug report doesn't contain any sensitive info from either your end or Apple's end, then it should be allowed to be accessible by all.
