I spoke (indirectly) to a radarweb engineer about this exact idea. I had
suggested a simple checkbox on the submission for which could also be
toggled after submission. The guy said that this was being considered for
the new bug report system apple are developing, but he had no idea when it
would become available. This was about a year ago.
