I have a feature request in place (currently marked as "deferred to a later version") of a way for submitters of bugs to mark them as "public".

If for example, a particular bug report doesn't contain any sensitive info from either your end or Apple's end, then it should be allowed to be accessible by all.

I spoke (indirectly) to a radarweb engineer about this exact idea. I had suggested a simple checkbox on the submission for which could also be toggled after submission. The guy said that this was being considered for the new bug report system apple are developing, but he had no idea when it would become available. This was about a year ago.
