nibtool and Interface Builder are the tools you want to use.
There was a good presentation on localization of Cocoa application at WWDC.
You should be able to get the tape and or slides from that.
The documentation contains a lot of information about localizing.
All of that said, I have never localized an application. I sent one of our
large applications to a French customer who volunteered to localize it (for
free) and got back French and German localization magically. It only took
about 1 week for a large application. We did not even have to send source
code. They worked from string tables, nibs, and other resources. I can not
attest to the quality of the localization, but our customers have never
complained. Our release note says something like "If you encounter problems
with the French or German localization, please use the English version. All
other languages are unsupported." The customer even translated the release
note for us. We gave them some free copies of the application in gratitude.
