Not easily, I don't think. You have two options:
1) Use an opensource DVD decoder/player
2) Disassemble and try to figure out DVD Player to see what calls it uses, there might even be a fun framework lying about.

I wouldn't suggest either of them. :-)

Me too, because they're both illegal in the USA under the DMCA. Your product could only be sold outside of that country.
