Hmm, they don't show up in mine, either. They display just fine when I'm
typing the message, though. Never mind, they must have got messed up in
transit. For an example of what I'm talking about, then, just look in
the Localized.strings files of System Preferences.app. If you don't have
the German version, use Pacifist to extract it from the packages on the
install CD. You will see German curly quote marks (they look different
and are different characters from English curly quote marks) in the
German version, but no quote marks in the English version.

I have a feeling it is more than that, though, since it seems that in
the places in the Apple included apps where curly quotes appear in the
German version, there are no quotes in the English version. For
example,

But in the English version of that same file, for the same key, it
says:
Could not load %@
Notice no quotes in the English version. This appears in many places in
the Apple installed apps, and is really weird.
So, why can't English-style quote marks (specifically, the problem
appears to be the right quote mark) be put in localizable strings?
