Services are organized hierarchically in submenus; submenus are discouraged
in contextual menus because part of the purpose of CMs is simplicity.

Despite the similarities between Services and CM plugins, pretending they're
the same thing is only a temporary solution, and not one I'm entirely
comfortable with. What we really need is a superset of both, combining
things like the convenience of contextual menus and the power of exchanging
data between a Service provider and the client.
