Manual layout of controls?

Hi there, this is a re-post, but I didn't get any answers, and I can't believe I'm the only one who needs a dynamic GUI.

How to layout controls that I add to the GUI programmatically? Should positions and to some degree sizes just be hardcoded?

If this is the case, wouldn't there be a niche marked for an NSView subclass that could perform auto-layout on its children according to the Aqua human guidelines, and to some degree user supplied settings???
