NSScrollview delegate?

I am setting my outline view's rowHeight on the fly. I want to find out when the user has scrolled the outline view so I can decide if the rowHeight needs to be adjusted. It doesn't appear that NSScrollView has a delegate.? What's the best way to capture scrolling events of an NSOutlineView in an NSScrollView?
