NSScroller drawing disabled. Why?

I have a vertical NSScroller that I'm managing myself. It's floatValue is ok (between 0..1), it's thumb proportion is ok (between 0..1), and it's enabled. However, it draws like it's disabled (no arrows or track, gradiant bg only).

What else impacts a scroller drawing like it's disabled? I've seen bad values cause it to draw disabled, but in this case all the values i can find seem to be reasonable.

Ideas?
