If I understand you right, you did this at the Finder. This was not the
right way.
In the ProjectBuilder, just select the file you want to localize and do a
right Mouse-Click (or "Control-Mouse-Click") on the item. Then select the
menu item "Make localizable" in the context menu. After that, a triangle
will appear before the item.
The next step is doing again a "Control-Mouse-Click" on this item, but now
you select the item "Show Info". A new window will appear. On the right
hand in this window you will find the popup "Localization & Platforms".
Click on this and you will find an item called "Add localized variant...".
After clicking on this, you will see a sheet in top of this window where
you can select (via the popup) the Country you want to build a local
version for.
Close the information window and click on the triangle in front of your
item. You will see now a new language. Just easily edit the new file as
you need for the language.
Please do these steps for every item you want to localize. That's it.
