Take these with a grain of salt... a lot of the reports are from people
that are actually having problems with EBay and are expecting PayPal to
act on their behalf in a fashion similar to what the Credit Card companies
are often willing to do.
As well, a lot of the complaints are from folks that are mostly
complaining just to be heard-- they don't actually have a legitimate
problem or are expecting PayPal to perform tasks well outside of what
should be reasonably expected.
None of this is to say that PayPal is perfect.
There are many thousands of users that are very happy with PayPal -- folks
that use PayPal as the payment system for their main source of income (be
it software related or an ebay seller). It works very well for a lot of
people.
I looked into Kagi recently, but it seems that their pricing structure
actively discourages sub $10 payments in that the percentage transaction
fee goes up...
