Why use PreferencePanes.framework?

I finally read the [me needsHelpWith:prefPanes] thread from a while back. I don't understand why one would even want to use PreferencePanes.framework. If I understand correctly, it has these two drawbacks:

1) Doesn't work with OS X 10.0
2) Have to use CFPreferences, cannot use NSUserDefaults (*)

(*) according to http://developer.apple.com/techpubs/macosx/AdditionalTechnologies/PreferencePanes/

The second item has me particularly confused. Everything else about PreferencePanes.framework is Cocoa. Why can't NSUserDefaults work with it?
