XFree86 (
http://www.xfree86.org) is the open-source implementation of
the X-Windows system, which is mean to run on Unix and unix-like
operating systems. It is what is popularly used under Linux and
FreeBSD. You wouldn't actually use it as a development tool, but rather
something like GTK to control the window manager (i.e... Gnome or KDE)
With regard to your last question about switching users in the
terminal... you could always write a shell script to do it for you, but
this obviously raises some security concerns :)

has anyone here played around with XFfree86? is is a replacement OS?
is it worth checking out? any programming goodies that Cocoa
developers can benefit from? any opinions from the group would be
appreciated. it sounds cool, but i'm a little nervous about installing
it without knowing better what it's all about.
thanks.
