My take on all of this...

A year ago, it was all Carbon - trying to get commercial application developers to port things - now it is all Cocoa - trying to get hobby application developers to make new things...home brew MkII...this should increase the available talent for native production, then as the industry adopts Win32/Cocoa as targets (Carbon support will drop at some point) they will be able to get experienced staff.
