That's a FAQ. It's clear that one of Apple's installers wrongly deletes
this file, but I have not heard definitively which one it is. You say this
happened after updating to 10.1.3 but most people using 10.1.3 have not
experienced the problem, so that isn't it. The Language Updates are the
likeliest candidate AFAIK. Apple needs to address this. m.
