does it mean that AppKit (or cocoa) is expected to work on windows ?

It was. And it actually worked very well. At the end it was called the yellow-box and it was officially promised to be continued, until they decided to abandon it suddenly, without giving a good reason. Perhaps Bill Gates did not agree with it?
Many, many people were very, very upset! Many, many companies lost millions and millions of lines of code (and customers).
